For over 25 years, Judge Rader has been a thought leader in the field of intellectual property law and jurisprudence. His work as Chief Judge, his publications and his work teaching patent law globally to students, judges and government officials has left an indelible mark on the field of IP law and the protection of IP rights throughout the world. Judge Rader was appointed to the United States Court of Appeals for the Federal Circuit by President George H. W. Bush in 1990 and assumed the duties of Chief Judge on June 1, 2010.

He was appointed to the United States Claims Court (now the U. S. Court of Federal Claims) by President Ronald W. Reagan in 1988. Before appointment to the Court of Federal Claims, former Chief Judge Rader served as Minority and Majority Chief Counsel to Subcommittees of the U.S. Senate Committee on the Judiciary. From 1975 to 1980, he served as Counsel in the House of Representatives for representatives serving on the Interior, Appropriations, and Ways and Means Committees.

Since leaving the bench in 2014, Judge Rader has founded the Rader Group, initially focusing on arbitration, mediation, and legal consulting and legal education services. Judge Rader has presided over a major arbitration under ICC rules in Paris; conducted mediations to settle ongoing litigation; joined law faculty at Tsinghua University; conducted full-credit courses at leading law schools in Washington, D.C., Seattle, Santa Clara, Bangkok, Seoul, Tokyo, Munich; consulted with major corporations and law firms on IP policy and litigation; and advised foreign governments on international IP standards. He continues to advocate improvements in innovation policy through speaking engagements worldwide.

Biography: Tommy Martin

Tommy Martin is an IP litigator in Baker Botts' Washington, D.C. office. His practice centers around complex patent and trade secret litigation before the International Trade Commission (ITC), U.S district courts, and the U.S. Court of Appeals for the Federal Circuit. Mr. Martin represents clients in all phases of pre-trial, trial, post-trial and appeal, as well as in Part 177 proceedings before U.S. Customs and Border Protection (CBP).

Mr. Martin also represents clients in IP disputes arising on e-commerce platforms. His experience in this regard includes initiating and responding to take-down requests on the Apple App Store and under the Amazon Patent Evaluation Express (APEX) process. It also includes assisting clients navigate Amazon's Brand Registry, Seller Central, and other processes for reporting infringement and policy violations.

Mr. Martin is a registered patent attorney that has counseled clients in all phases of patent prosecution, including post-grant prosecution before the Patent Trial & Appeal Board (PTAB).

John Kim has more than 30 years of experience in virtually all aspects of intellectual property law. John’s transactional practice includes preparing and prosecuting patent, trademark and copyright applications in the United States and abroad, as well as conducting all types of investigations on intellectual property assets and drafting and negotiating IP license agreements. John also has wide-ranging litigation experience involving patent, trademark, and copyright infringement claims. In addition, John has prosecuted a number of AIA trials before the Patent and Trial Appeal Board of the United States Patent and Trademark Office.

Arvind Iyengar is a Senior Legal Counsel at Samsung, based in their DC office. Mr. Iyengar’s practice focuses on managing Samsung’s IP Litigation docket, including across district court, ITC, and PTAB proceedings. His work includes collaborating closely with outside counsel to shepherd individual disputes to favorable resolutions, as well as advising the company on broader strategic considerations and litigation trends. Prior to joining Samsung, Mr. Iyengar worked in private practice litigation helping a variety of clients handle district court and ITC litigations. He is a graduate of the George Washington School of Law as well as the University of Texas at Austin.

Since starting his legal career as a patent prosecutor in Japan, Min Woo Park has broadened his practice to many areas of patent law, including litigation, post-grant procedures, pre-suit due diligence, and licensing. Min’s particular experience includes prosecuting patents in life sciences and litigating Section 337 investigations before the US International Trade Commission (USITC). In addition to life sciences, Min also handles diverse subject matters and has prosecuted and litigated matters involving telecommunications, mobile devices, optical communications, chemicals, medical devices, mechanical devices, automotive technologies, semiconductors, pharmaceuticals, and image compression and streaming. Min is fluent in Korean and Japanese.

Yoonhee Kim is a partner in Finnegan, Henderson, Farabow, Garrett & Dunner, LLP’s Washington, DC office. He focuses on complex patent litigation before U.S. district courts and on patent prosecution/client counseling in the chemical and pharmaceutical fields.
Yoonhee gained significant patent experience while working as a Korean patent attorney in Seoul.

Morgan McPherson serves as an Attorney-Advisor in the Intellectual Property Enforcement Branch within U.S. Customs and Border Protection, Office of Trade. Her primary duties include providing legal guidance to CBP personnel stationed at all three hundred and twenty-eight Ports of Entry regarding whether merchandise can be seized for infringing an intellectual property (IP) right, adjudicating administrative petitions for relief from seizure, administering CBP’s e-Recordation program, training CBP employees on proper IP border enforcement procedure, educating the trade community about CBP’s role in IP border enforcement, and providing capacity building trainings to foreign governments. Prior to joining the IPE Branch, Morgan was assigned to the Cargo Security, Carriers & Restricted Merchandise Branch where she primarily focused on issuing advance rulings on the admissibility of merchandise subject to restrictions imposed by other federal government agencies. Morgan received a BS in Business & Enterprise Management from Wake Forest University as well as a J.D. from Wake Forest University School of Law.

Mr. Kwang-pyo Ra is currently serving as the Presiding Administrative Patent Judge at Board 94 of the Intellectual Property Trial and Appeal Board (IPTAB) in Korea. Mr. Hyun Chul Noh is a partner at International Practice Team of DR & AJU LLC, with his practice specialized in International Transaction, International Labor & Employment, International Arbitration/Litigation, Corporate Law, Finance & Restructuring, Mergers & Acquisitions, Intellectual Property, and Environmental, Social and Governance (ESG).
